Great Britain first claimed this territory as part of the Clarendon settlements of the Province of Carolina. This occurred at a time when it was populated by the Cherokee Indians. Carter County was created in 1796 from Washington County and was named in honor of Landon Carter (1760-1800), treasurer of Washington and Hamilton districts of North Carolina, Speaker of the State of Franklin senate and its secretary of state, militia officer. The county seat is Elizabethton.
